This is not surprising given that many of the political elites, such as the Socialist leader Fatos Nano and the ‘reformist’ Democratic Party leader Sali Berisha and their followers, were themselves products of the communist regime and had been party members. This is not to say that the picture is entirely bleak and without redeeming features. It can even be argued that Albania, compared to some other states, has had some advantages on its road to democratization and integration. There is, for example, the fact that it has been a state (for 80 years), unlike other countries (such as Slovakia) or the former entities of the Russian and Yugoslav Federations which, after 1990, had to create new Albania in 1990: At the Crossroads between Communism and Democracy 31 states as a result of the disintegration of their federations.
