In the past, the primary profession involved has been social work, as we noted in our earlier discussion of the historical development of the management of child maltreatment. But today, the professional boundaries are blurred, and certain members of clinical psychology, psychiatry, and other counseling professions consider themselves expert in the treatment of some aspect of child maltreatment. In many jurisdictions they also are likely to be mandated reporters of child abuse and neglect. Indeed, the most highly promulgated response to child maltreatment, even to its identification, is an interdisciplinary one.

Through social policies, child maltreatment has been established as a social problem, and a diverse set of social institutions have emerged to manage it. Only recently have policymakers and practitioners looked to the social and behavioral scientists and to child development specialists for enlightenment and understanding of the problems they have identified. With rare exceptions, such as failure to thrive, phenomena have first been identified as harmful to children by scientists and then defined into policy as maltreatment.

In sum, over the last one hundred and fifty years child abuse - "cruelty," "neglect," "unfit parents," the "battered child" - has emerged, persisted, and been defined and redefined as an American social problem. Beginning with social and religious reformers of the nineteenth century, various professions and social institutions have emerged as concerned participants in the definition of the problem and in its management. Each has brought its own perspective to the task, conditioned by the particular functions of that profession or institution.
